Sir Edward Grey to Portuguese Minister.
Foreign Office, April 17, 1913. WITH reference to the note of the 9th January last, in which you were good enough to inform me that Senhor Eusebio da Fonseca, Director-General of the Portuguese Ministry of the Colonies, has been authorised to discuss with His Majesty's Government the opium question at Macao arising out of the International Opium Convention of The Hague, the 23rd January, 1912, I have the honour to transmit herewith a memorandum of the conclusions which have been arrived at as the result of an exchange of views on the subject between Senhor da Fonseca and the representatives of the Departments of His Majesty's Government concerned.
